Frank is a local Greenpoint hoodlum and the leader of the Gas House Gang running a protection racket harassing and extorting money from the other kids in the neighborhood. The worst part about him is that he poses as a good guy to Spanky McFarland and the gang running The Greenpoint Flash kiddie newspaper. Frank helps them in their newspaper, but he falls into a trap when they claim to know who's the leader of the Gas House Gang.
Frank was played by actor Darryl Hickman, the older brother of Dwayne Hickman from Melodies Old And New and the later "Dobie Gillis" TV-series.
